though I think it might look better a shade or two lighter, so that her
shoulders would become visible.
The vector is fantastic. As mentioned above though, the bg is a bit plain. I can
see some subdued cloud-like texture at the bottom, which helps, but the top half
is stark MSPaint bucket-fill red. It takes away from the professionalism of the
vector.
A very nice first effort, but a few things stand out.
I'm not sure whether it's the font/text or the spiderwebs, but one or the other
(possibly the combination) make the wall look a little cheesy. I think this is
brought into focus a bit too closely due to the colors; green, white, and red
rarely look good on anything not Christmas-themed.

The solid black bg sets off, and enhances, the embers perfectly, while the
emblem on the ground fits the scan beautifully and gives the wp solid
dimensions.
The rain seems to just terminate after a certain point, like the image is
contained in a small square stranded in a large black frame (which it may well
be). You might want to try fading the rain out, so it doesn't look
as...windowed.
As for the final words; think of anime just as any other TV Show or Movie. There
are live-action shows focused toward a younger audience just as there are anime
focused toward an older audience. Perhaps you just need to change what genres
you watch.

lines of the scan(s). Did you zoom in, and then blow up the original image?
There's something a touch off about it.... I think it may be Kallen's apparent double-eyebrow.
C.C. looks fantastic though, and good wp's of her are rather hard to find.

Most Kyo-wallers seem to have an unhealthy obsession with psychadelic-neon colors, making this bg rather refreshing.

Do you have a link to the original scan? It's difficult to comment on the wp without knowing what you did with it.
I think the bg is a bit too bright and cheerful for that scan.
The Moon makes it look as though it's supposed to be night, but the brightness of the clouds clashes with that view.
The faces throw me off a bit, likely due to it being fan-art, but it's strangely compelling. The background fits nicely.
I agree with crimsondivide that's it's a touch on the small side.

There's something very harsh and jagged about it...and the scan seems to be in desperate need of Anti-Aliasing.
